If you want a compass that is pointing towards a player, you use this command in a REPEAT, UNCONDITIONAL, ALWAYS ACTIVE command block "execute ~~~ setworldspawn ~~~". Then to make sure that the players don't spawn at that player you can use a REPEAT, UNCONDITIONAL, ALWAYS ACTIVE command block with the command "spawnpoint @aIf you are using essentials, and have /setspawn set, it will automatically spawn new players (Never before joined) to that location. I think the reason it wasn't working for you, is because you have previously join the server, your server*, and so it will not teleport you to spawn, but rather your last location/coordinates before you logged off
